Former Federal Reserve Chair Paul Volcker testified before a joint British parliamentary committee on the differences between the United States and United Kingdom banking standards. He also covered the complexity of regulation, proprietary trading, “banking culture,” and the Volcker Rule, included in the Dodd-Frank 2010 financial regulations law, which restricts U.S. banks from making certain kinds of speculative investments that do not benefit their customers. He also said that a U.K. proposal to separate retail banks from investments banks was a good idea in theory but would likely be “permeable over time.” close
