At their fifth public hearing, focused on “Emergency Preparedness,” the commission heard from panels of business officials and federal, state, and local government representatives; and individuals working to enhance emergency preparedness in the private sector. With nearly 85 percent of the critical infrastructure of the country owned and operated by the private sector cooperation between the public and private sectors is necessary to achieve emergency preparedness. The witnesses testified about lessons learned from the events of September 11, 2001 and other disasters, and about initiatives taken since then, and strategies for further preparedness. Among issues addressed were insurance coverage, skyscraper safety, building codes, standards for what constitutes being prepared, procedures for making and enforcing codes, positive and negative incentives, and public education. close
