Cap and trade policies involve a set level of a pollutant that an industry can emit, which industries can meet through better technology or the purchase of credits. The viability of "green jobs" was also discussed. The legislation the committee was considering was the American Clean Energy and Security Act of 2009, H.R. 2454.
