Witnesses testified about federal regulation of financial markets and trading conducted outside stock exchanges. Government officials called on Congress to approve a plan for joint regulation of the over-the-counter derivatives market in the wake of the role derivatives played in contributing to the global financial crisis. Under the plan, primary responsibility for derivatives tied to securities, including credit-default swaps, would go to the Securities and Exchange Commission. Other derivatives, including those related to interest rates and commodities, would be regulated by the Commodity Futures Trading Commission. close
