National Journal, Deputy Editor, Patrick Pexton talked over the telephone about the National Journal’s congressional vote ratings for most-conservative and most-liberal members of the House and Senate in 2003. President George W. Bush had been talking about Senator Jon Kerry’s ratings in campaign events and in the debates. The results showed show that Senator Kerry was the most liberal senator in 2003, and Sen. Jon Edwards was the fourth-most-liberal senator. Others have criticized the ratings system.
