California is facing a $6.6 billion budget deficit. Mr. Fong believes his bill will pass the state Assembly and Senate and expects the governor to sign it. Mr. Fong believes that California does not need to hold an early election to wield its influence, arguing candidates will come to the state anyway because of its size.
