A panel of experts testified to the Senate Energy Committee about the capability of a U.S. response to an oil spill in the Caribbean and the political, economic, and environmental effects of another spill. The panelists talked specifically about two new rigs that were being built near the coast of Cuba, one by the Spanish and the other by the Chinese. They noted that long standing sanctions between the United States and Cuba could complicate assistance efforts by the U.S. in the event of a spill. close
