Committee chairman Hawkins criticized the Office for Civil Rights for failing to answer requests from the committee for more information on civil rights enforcement. He asked why the O.C.R. had not responded to the committee’s 1988 report which was highly critical of civil rights offices in both the Departments of Justice and Education. Acting assistant secretary Smith testified that the O.C.R. in the Department of Education had management problems and is hampered by inadequate budget and rigid, court-ordered standards for handling complaints. Rep. Owens demanded stronger enforcement of civil rights laws. He pointed out that there has not been a nomination for permanent assistant secretary for civil rights during the first year of President George H. W. Bush’s administration. close
