OSCE PA President Joao Soares, of Portugal, was head of the observation mission and Pia Christmas-Moeller, of Denmark, was deputy head of the mission of almost 100 parliamentarians invited by the U.S. government that observed the elections in nine states: Florida, North Carolina, Virginia, Maryland, New Hampshire, Ohio, Missouri, Colorado and New Mexico.
