Witnesses testified about the TSA’s Passenger Screening Behavior Detection Program known as SPOT. The program utilizes behavior detection officers to spot unique facial expressions and body language when identifying security threats. The program was implemented in 2003 and cost over $200 million to fund. The Government Accountability Office released a report in May 2010 evaluating this TSA program and concluded that it had failed to stop terrorists and recommended across-the-board improvements. close
