Commission members presented a report on their study of the threat posed by weapons of mass destruction. The report stated that a nuclear or biological attack is likely within five years and called for decisive global action to address the threat. It also singled out Pakistan as a likely location for terrorist training and activity and recommended that a new White House office be formed to coordinate efforts to prevent an attack using weapons of mass destruction.
