Karl Inderfurth testified about measures taken by the administration to halt further testing by Pakistan and India, and to bolster the stability of the region. William Schneider talked about the failure of the U.S. counter-proliferation policy, and steps to be taken to put pressure on India and Pakistan to comply with the comprehensive test ban treaty. Richard Haass discussed why economic sanctions alone will not work and outlined a multi-step plan to foster stability in the region, including a “no-first-use” treaty, and assurances from India and Pakistan that they will not export nuclear technology. close
