Martha Farnsworth Riche described the process and costs of the decennial census. Its purpose under the U.S. Constitution is for apportioning congressional districts. David Goldin described Wisconsin v. New York City, a redistricting case which was argued on January 10 before the U.S. Supreme Court. New York City maintains that the large undercount of minorities deprived the city of federal funds and congressional representation.
