Thomas Evans talked about new debit card fees that banks will begin charging account holders as a response to part of the 2010 financial regulations law, and he responded to telephone calls and electronic communications. The amendment limits the fees that banks can charge merchants every time a consumer uses a debit card to make a purchase. The rule is known as the Durbin amendment, after its sponsor Senator Richard Durbin (D-IL).
