Secretary Cohen testified about the deployment of a national missile defense system. He said that the proposed system could not succeed without the support of NATO allies who currently opposed deployment. He also talked about technical failures during recent tests of the system, saying that such failures were expected in system development but could postpone deployment beyond the goal date of 2005. close
