State Department officials announced the release of a comprehensive new U.S. government implementation plan to control narcotics production in Afghanistan. They noted that more than 90 percent of the world’s opium exists in Afghanistan. Topics included the threat of opium to the Afghan people and their institutions, identifying the land owners who force sharecroppers to grow poppy, the drug business infrastructure, and the possible formation of an interagency group to evaluate all aspects of counter-narcotics strategy. They responded to reporters' questions. close
