Brig. Gen. Richard Neal briefed reporters on the latest developments in the Persian Gulf. He reported that Iraqi officials agreed to comply in full with the United Nations resolutions concerning Kuwait. Brig. Gen. Neal announced that coalition forces would begin to withdraw from Iraq and Kuwait upon the signing of a formal cease-fire agreement and the return of coalition P.O.W.s. He said that U.S. military personnel continued defensive air and ground operations in Iraq and Kuwait, and remained prepared to reassume offensive positions if necessary. close
