Brig. Gen. Neal, speaking to reporters in Riyadh on the fourth day following the cease-fire in the Persian Gulf war, reported that Iraqi officials, in a meeting held earlier in the day with coalition forces commanders to discuss details of the cease-fire, agreed to comply in full with the United Nations resolutions concerning Kuwait. Brig. Gen. Neal announced that coalition forces would begin to withdraw from Iraq and Kuwait upon the signing of a formal cease-fire agreement and the return of coalition P.O.W.'s. He said Gen. Schwarzkopf, head of the coalition forces in the Persian Gulf, felt the meeting went very well. Gen. Neal reported that U.S. military personnel continued defensive air and ground operations in Iraq and Kuwait, and remained prepared to reassume offensive positions if necessary.
