President Bill Clinton (D-Arkansas) spoke to graduates at Morgan State University about the challenges facing the U.S. in the next century, including race and technology. He announced his desire to set up a special AIDS research center at the National Institutes of Health in order to find a cure for the virus which causes it within ten years. The President said that the discovery of an AIDS vaccine is entirely possible and was not “a question of whether, but a question of when.” close
