Mr. Loury talked about the economics of welfare and how social policy addressed moral issues associated with poverty. He said that legislation was often directed at influencing parental choice and, thus, necessarily contained a moral dimension. He also talked about how poverty affects youth behavior and to what extent legislation can establish a public morality. After his remarks he answered questions from the audience. close
