Governor Matt Blunt made his 2006 State of the State address to a joint session of the legislature. Among the topics he spoke about were increased spending for higher education, the Parents as Teachers program, funding of alternative fuel incentive funds, reducing prison costs, and improving in-home health care. He also talked about the Utilicare program, a low-income bill designed to keep Missourians from choosing between “heating and eating.”
