A panel discussion titled "How Military Leaders Win Wars" was held on the role of the military staff. Major General David Zabecki (Ret.) talked about the book he edited, Chief of Staff: The Principal Officers Behind History's Great Commanders, published in two volumes by Naval Institute Press. The book examines the evolution of the military chief of staff position. Geoffrey Megargee, who contributed a chapter to the book, talked about the subject of his chapter, Siegfried Westphal. Donald Boose, Jr. talked about the accomplishments of Eugene M. Landrum, who Mr. Boose wrote about for Chief of Staff. Panel members responded to questions from the audience. James Carafano moderated.
