Michelle Obama delivered remarks to the Joint Armed Forces Officers' Wives' Luncheon at Bolling Air Force Base. She talked about proposed fiscal year 2011 budget provisions affecting military families. The budget included $8.8 billion for programs such as child-care services and improved housing to spousal-education programs, representing a 3 percent increase in funding over the 2010 fiscal year budget.
