Panelists talked about the Mexican government’s decision to open its country’s energy sector to private investment for the first time in 75 years. The constitutional amendment ending the state monopoly on oil production by Pemex was approved by the Mexican Congress on December 12, 2013, and was ratified by state assemblies earlier in the week. In opening remarks, Mexican Under Secretary of Hydrocarbons Enrique Ochoa Reza described the process that would eventually allow private companies to drill for oil and gas.
