Panelists talked about ways to end Medicare’s current structure, which pays based on the quantity of services provided rather than the health of the patient. Dana Safran in her remarks said trying to find significant health care savings by cutting benefits was a “fool’s errand” and that the effort in her state had shown greater savings could be achieved through the supply side of health services. close
