Subcommittee members heard testimony from state attorneys general, governors and administration officials on the use of tobacco settlement funds to pay for Medicaid programs for illnesses caused by smoking. State officials testified that the federal government should not take funds from settlements between individual states and the tobacco companies and federal officials testified about the legal issues under the Social Security Act and the customary federal receipt of settlement funds. close
