Lincoln Gordon, Marshall Scholar at the Brookings Institution, and Vernon Walters, former Marshall aide, who were both personally involved in implementing the Marshall plan, briefed reporters on the plan, through which the U.S. gave $13.5 billion to Western Europe to rebuild after the devastation of World War II. President Bill Clinton will participate in an international ceremony in the Netherlands to commemorate the 50th anniversary of Secretary of State Marshall’s announcement of the plan. close
