Marcia Howard talked about the impact on states of sequestration and the “fiscal cliff,” and she responded to telephone calls and electronic communications. “Fiscal cliff” referred to the impending tax increases and sequestration budget cuts at the end of 2012 if Congress failed to reach a new budget agreement. “Sequestration,” a legal procedure in which automatic budget cuts are triggered, was agreed to in the Budget Control Act of 2011. She said that states had been unable to plan, due to the uncertainty of what would happen and that the impact of budget cuts was “pretty isolated,” but that federal funding for education programs would be the most significant effect. close
