The number of minorities elected to the U.S. House of Representatives is expected to increase substantially this year due to guidelines in the voting rights act. The states are required to follow this in redistricting. Mr. Dunne discussed the Voting Rights Act and particularly the Justice Department’s responsibility for reviewing each state’s redistricting plan.
