A panel discussion was held on the Emancipation Proclamation as a legal document. Frank Williams talked about the legal background of President Lincoln in the years before he was elected to the presidency. Kurt Schmoke spoke about the constitutional basis that President Lincoln used in creating the Emancipation Proclamation. He said that the Proclamation set a precedent for the expansion of executive power due to it functioning outside of the strict interpretation of Article Two of the Constitution and would previously have been perceived as only existing within the boundaries of Congressional legislative authority.
