Mike Mansfield, who served as Majority Leader from 1961 to 1977, spoke about civility in the U.S. Senate during his tenure. He quoted extensively from a speech on the floor he never made because he planned to make it on November 22, 1963. He said that the quality of a Senate must should not be measured the number of bills passed and that Senate leaders must try to be themselves and not emulate the supposed some predefined qualities of leadership. close
