Michael Scharf, who served as an advisor to several war crime and genocide tribunals, talked about his book, Customary International Law in Times of Fundamental Change, in which he looks at moments in history when international law, or the interpretation of international law, has evolved rapidly. He said that we were in the midst of one of those moments regarding the laws that apply to humanitarian interventions and targeted killings. Professor Scharf argues that the way the U.S. ends up dealing with Syria will greatly impact how international law will be applied in the future by global actors. He spoke at the City Club of Cleveland. close
