U.S. Supreme Court Justice Sandra Day O’Connor discussed the efforts of Americans to strengthen international judicial systems. She focused on the end of the Communist threat and the creation of many new nation-states. These countries need free elections, freedom of the press, and independent judiciary in order to maintain a strong democracy. She also cautioned that each of these nations have different concerns and problems which need individual attention not a basic set of rules for all new nation-states. close
