Health and Human Services Secretary Kathleen Sebelius announced new rules on health insurance premium increases. The health care law stipulated insurance companies have to justify “unreasonable” rate increases. The regulations announced at the news conference define the term “unreasonable.” Following the announcement Secretary Sebelius and others answered questions from the audience.
