Lieutenant General William Boykin, Department of Defense Undersecretary for Intlligence and Warfighting Support, spoke at a ceremony to honor the 23 American troops killed 15 years ago in December, 1989 during Operation Just Cause in Panama. Carmella LaSpada, Director of the White House Commission on Remembrance, read a message from the president. The ceremony also includeed a presentation of the colors, the Pledge of Allegiance, a roll call of remembrance, placing of a wreath, playing of Taps, a poem, and prayers. close
