The closing plenary session of the National Governors Association 2007 annual meeting focused on judicial independence. The keynote speakers U.S. Supreme Court Justice Sandra Day O’Connor (ret.) and Tom Phillips, former chief justice of the Texas Supreme Court. Among the issues addressed were federalism and state policy making based on federal judicial decisions, the separation of powers at the state level, and judicial accountability at the state level.
