In 1986, as China bureau chief, he was jailed on charges of spying. The charges were later dropped. Mr. Burns began at the Times in 1975 as a writer in the Metropolitan section. Prior to that he worked for the Toronto Globe and Mail. In addition to the Pulitzer prizes, he has twice won the George Polk Award for foreign reporting (1978 and 1996).
