Retired General John Allen, who formerly commanded the International Security Assistance Force and U.S. Forces Afghanistan, talked about U.S. global security and leadership. He addressed Afghanistan, the Middle East, China, and Europe. Regarding Afghanistan, he cautioned that Afghan President Karzai, whose term ends in 2014, was allowing the future of any U.S. forces remaining in the country past 2014 to be decided by a council known as a loya jirga.
