The agricultural support programs and the Supplemental Nutrition Assistance Program (food stamps) had been combined into a single Farm Bill since the 1970s in order to garner both rural and urban votes and typically had bipartisan support. The House and Senate were preparing to go to a conference committee on renewed legislation, but their versions were far apart. In trying to reduce the amount spent for both portions of the bill, conservatives had tried to split the two aspects of the bill apart.
