He testified earlier to the Senate Armed Services Committee that the “Iraqi security forces as a whole cannot yet defend the territorial integrity of Iraq.” The Independent Assessment Commission praised recent improvements in the security forces, but ultimately recommended “disbanding and reorganizing” the Iraqi national police force.
