David Hoffman talked about his new book, The Dead Hand: The Untold Story of the Cold War Arms Race and it’s Dangerous Legacy (Doubleday; September 22, 2009), which looks at the negotiations and diplomatic efforts to end the arms race. Mr. Hoffman, who is also a contributing editor for the Washington Post, discussed the impact of the upcoming meeting in Geneva, including potential discussions on Iran and their nuclear program, and he responded to telephone calls and electronic communications.
