Mr. Barbour testified about Republican fund-raising practices during the last campaign. He focused on the relationship between the Republican National Committee and the National Policy Forum and the National Policy Forum’s functions. He also testified about a $2.2 million loan from Signet Bank to the National Policy Forum in October 1994 which was guaranteed by a corporation owned by Ambrous Tung Young.
