Following five hours of opening statements and parliamentary arguments, members heard testimony on the Madison Guarantee Savings and Loan Association and the relationship of President Clinton and Hillary Rodham Clinton to it. Republicans charged that there was a pattern of favors between Mr. McDougal who owned Madison Guarantee and then Arkansas Governor Clinton in the 1980s. Mr. Clark and Ms. Pulcer were federal bank examiners whose 1986 review of Madison Guarantee led to the ouster of Mr. McDougal. They also said that then-Governor Clinton was not part of the questionable dealings. close
