Former Director of National Intelligence Dennis Blair testified on the state of the intelligence community ten years after the terrorist attacks of September 11, 2001. In his testimony he recommended several structural changes, among them splitting up the CIA, and allowing the Office of the National Intelligence Director full control over its budget.
