Mr. Gallucci is deputy executive chairman of the United Nations Security Council's Special Committee on the Destruction of Iraq's Nuclear, Biological and Chemical Weapons. He is directing the work of the special team conducting the inspection, removal and demolition of Iraq's weapons of mass destruction. Mr. Gallucci described the diplomatic and operational process involved in this effort, outlined the political development of the special commission, and described the current activities of the inspection team. Earlier this month, members of the U.N. team were detained for two days in a parking lot in Baghdad, the capital of Iraq, after attempting to leave the country with documents showing Iraq's nuclear weapons arsenals, and site locations.
