The Senate Homeland Security and Governmental Affairs Committee heard testimony on laws that prohibit members of Congress and their staffs from trading on information they obtain as lawmakers and whether those laws need to be strengthened. Senators Kirsten Gillibrand and Scott Brown said they were both surprised to learn there are no official laws against congressional members engaging in insider trading. Each outlined their versions of the Stop Trading on Congressional Knowledge Act, also known as “STOCK.” Both acts would prohibit representatives, senators and their staffers from buying or selling stocks and bonds based on privileged congressional information.
