Governmental Affairs Committee review of independent counsel law. Senator Joseph Lieberman (D-CT) introduced the first panel which testified that if the independent counsel statute were to survive several drastic changes would need to be made. Special Prosecutor for Watergate Investigation Henry Ruth and Nathan Lewin, counsel for former Attorney Edwin Meese defended the statute urging senators to revise the law rather than let it expire. Others, however, thought that investigations could be handled by the Justice Department. Counsel for President Bill Clinton Robert Bennett added that the statute had become a “nuclear weapon in the arsenal of partisan politics.” close
