Rep. Wise, member of the House Budget Committee, and Professor Manski announced the release of a report by the Democratic Study Group on the higher education rates of low income
students during the 1970s and 1980s. Professor Manski, who helped
prepare the report, said his research found that low income students
were just as likely to graduate from a school of higher education in
the 1990s as they were in the 1970s, and the education and economic
aid programs of the previous twenty years had little or no effect on
low income students' graduation rates. They responded to reporters' questions.
