A panel discussion was held on the results of the IRS Restructuring and Reform Act of 1998. Aside from restructing the Agency, the bill created an IRS oversight board and expanded legal options for taxpayers. Commissioner Shulman and Rob Portman, former co-chair of the National Commission on Restructuring the IRS, made opening remarks. Discussion in the first panel focused on how the restructuring came about and progress made in the last ten years. Christopher Bergin moderated.
