Mayor Rendell, the current chair of the U.S. Conference of Mayors Welfare-to-Work Task Force, briefed reporters on a survey of welfare reform in 34 cities. He stressed the need for more federal funding for job creation to help those who are being eliminated from welfare rolls due to time limits because many cities have surplus labor which will not be able to find jobs in the private sector.
