Secretary of Treasury Robert Rubin and Acting IRS Commissioner Michael Dolan announced new customer service initiatives at the Internal Revenue Service. These initiatives expanded on programs announced previously by Commissioner Dolan, such as removing rankings which compare one IRS district against another and ceasing the allocation of monetary goals for district offices. Secretary Rubin proposed that the IRS commissioner testify before Congress twice a year and talked about the Taxpayers' Bill of Rights and performance reviews for IRS employees. They both took questions from the press after their opening remarks. close
